TEM - Audit of Network Strategy and Performance

Context

To maintain and build upon their strong position as a leading fixed and mobile operator in the MENA region, the client’s IA department engaged Altran experts to audit Network Strategy and Performance for their operations in two markets, covering fixed NGN and mobile services.

Key objectives for the audit included:

  • Assurance: validate alignment of network performance and strategic direction to support the business, both short- and mid- to long-term
  • Independence: provide an external view and benchmark against industry best practice
  • Governance & Control: assess current frameworks and processes incl. risk management
  • Recommendations: based on findings and observations, provide recommended actions

Approach & Solution

The audit and analysis was conducted applying a combination of top-down and bottom-up methods: Management discussions and strategy aspects as qualitative input were assessed in combination with detailed quantitative input from procedures and network KPIs.

The methods used in testing and evaluating internal controls included:

  • Interviews and inquiry
  • Inspection and confirmation of documentation
  • Data analysis of Network KPI reports
  • Analytical procedures

Audit observations were discussed with the relevant department managers and actions were agreed upon.

Results & Added Value

The Audit Report provided an in-depth assessment of the network strategy and performance for both fixed and mobile services. It highlighted weaknesses and improvement opportunities in all audited areas, including:

  • strategy alignment, and governance & control frameworks
  •  planning and operational processes
  • network topology and architecture, resiliency & redundancy, security
  • detailed recommendations to address a series of identified performance issues and bottlenecks

The audit findings were presented to the CEO and Board, and resulted in immediate actions and improvement initiatives, and engaging the concerned network vendors, to ensure competitiveness in an aggressive market environment.
